Introduction

The 1980 redistricting was a contentious two-step process. In September 1981 Democratic majorities in the legislature enacted a plan for Senate, Assembly and Congressional districts. The plan was used in the 1982 elections only. The Republican Party backed successful referendum measures that overturned the plan in the June 1982 election (Propositions 10, 11 and 12).* However, the state Supreme Court had already ruled that the 1982 elections would proceed according to the plan. Following voter rejection of a redistricting reform proposal on the November 1982 ballot (Proposition 14),* the legislature quickly enacted a second--and final--redistricting plan in December 1982.
